Buying a Car.
New Car
Car dealers can do on-site registration. Foreigners are advised to use this service because the registration procedure is so complex. Acquisition and registration taxes amount to 2 to 6% of the price of the car according to its engine capacity. You also have to purchase a public bond.
Required Documents:
* Alien Registration Card
* Two Korean guarantors and a certificate of entry for foreigners who have no alien registration card.
* A certificate of liability insurance (mandatory insurance)
Used Car
Used-car dealers are not liable for the registration service, but they usually provide it. It is advisable for foreigners to go to dealers with an interpreter.
A buyer should obtain the car registration card, certificate of car inspection, certificate of transfer, and certificate of the previous owner's registered seal for transfer registration. If a buyer doesn't register the transfer within 15 days, he or she will be fined.

Стоит также написать о правилах вождения. Особенно подчеркну, что в Корее категорически запрещено водить в нетрезвом виде (наказания просто зверские, вплоть до тюрьмы). Рекомендуется в подобных случаях использовать сервис "Дэри унден" (Водитель по вызову).

Prohibition of drunk driving
In the event alcohol is found at levels higher than 0.05%, drivers will be convicted. In Korea, drunk driving is strictly prohibited, and there is a growing tendency towards harsher penalties for drunk driving. When you get drunk, you should take a taxi instead of driving.
What to Do When an Accident Occurs
In the case of a minor collision, Korean drivers usually settle matters on the spot. Foreign drivers should prepare for potential problems. Carry with you phone numbers of a Korean friend, a lawyer or your embassy. Also, keep a camera in your car to photograph the scene of the accident for evidence.
Procedures following an accident:
* Handle any injuries and contact 119 for emergencies.
* Photograph the scene of the accident and report it to the police by calling 112.
* The driver should immediately pull his car over to the side of the road.
* Notify your insurance company.
* When an agreement is reached between the drivers involved in the accident, then all parties are required to sign and notarize an agreement.
* Drivers involved in the accident should exchange telephone numbers.
When Your Car Gets Towed (ARS +82-2-2290-6300~5)
If a car gets towed because of a parking violation, the car is removed to a tow lot or a storage area. To pick up your vehicle, bring your driver's license and certificate of residence with you. By using the English home page of the Seoul City Facilities Management Corporation, you will find out where your car is stored. Tow fees are different based upon the size of car, ranging from 40,000 to 46,000 won. Storage fee is 700 won per 30 minutes and the fine for the parking violation range from 40,000 to 50,000 won.

Когда вы расстанитесь со своим железным конем и благополучно пропьете вырученные за него деньги, у вас может возникнуть вопрос, как жить дальше? А дальше вам нужно будет отменить страховку на коня, которым вы уже не владеете. Есть 2 причины сделать это:
1. Получить деньги за неиспользованные месяцы
2. Получить Claim-free insurance certificate (무사고증명서), который страховые дают только по окончании действия договора страхования. Если ваш договор не закончился и не прерван, алкаемый документ вы, скорее всего, не получите.
Для прерывания договора вам понадобится:
1. Копия своей ID;
2. Номер счета, куда страховая перечислит причитающуюся сумму (обычно просят скан первой страницы банковской книжки);
3. Копия договора купли-продажи;
4. Копия свидетельства регистрации автомобиля новым владельцем. А вот здесь может возникнуть засада, если авто зарегистрировано его без вашего присутствия. Поэтому при продаже обязательно договоритесь с новым владельцем прислать вам копию регистрационного свидетельства.
